Department Director
John Dugan assumed the role of Planning & Development Director in September 2009.  Prior to joining the City he held the Deputy Director of Planning position for the City of Los Angeles managing the city's community planning programs.  John was previously the  Director of Oklahoma City.  There he helped deliver over three billion dollars in new development to the downtown area and oversaw a complete overhaul of the city's development codes.  In addition, John  was the Director of Planning in Topeka, KS, and worked in City/County of Norfolk, VA, City of Aurora, CO.  He has also taught at several university's and has been a guest lecture on planning issues at a plethora of conferences. 

John earned a Master's Degree in City Planning from Harvard University, a Bachelor of Arts degree from Tulane University and is a member of AICP, ULI and American Planning Association. 

Assistant Director
Keith Bergthold has been the City's Assistant Director since joining the City in 2007 also serving as both acting and interim Director.  Keith oversees the Sustainable Division, which includes Long Range Planning, Housing and the Historic Preservation program.

Keith holds a Master's Degree in Organizational Behavior from the School of Professional Psychology in Fresno and a Bachelor of Arts Degree in Sociology from California State University, Fresno.  Keith was born in Fresno, is proud of it, and believes that the San Joaquin Valley is a gift from God, ordained to be sagaciously developed, or woe be to us and our heirs. Keith loves to read and sometimes composes coherent prose from the back bedroom of the home he shares with his wife Debbie in Clovis. He also loves BMW motorcycles and long rides to Canada, and gratefully travels  each day down Highway 168 to explore the possibilities germinating from his current day job as Assistant Director.

Assistant Director
Jerry Bishop is the Assistant Director and oversees the Building and Safety, the Code Enforcement and the Current Planning Divisions.  Prior to being appointed as the City's Assistant Director of the Planning and Development Department, Jerry managed the City's Building and Safety Division.
