City of Fresno Sponsored Affordable Housing Projects

New Housing Development

Each year, the Housing and Community Development Division, through its partnerships and funding commitments, creates approximately 300 new affordable housing units totaling over $60 million of private and public investment in the community. Here is a sample of some of our projects currently underway totaling 1,013 units:

  1. Sierra Gateway – 148 senior affordable rental units, 80 under construction by Southern California Presbyterian Homes
  2. Echo Street Infill – rehabilitation of historic homes and the construction of new single family homes developed by the City
  3. Hope VI - City participation in 20 single-family homes in a HUD HOPE VI revitalization project by the Housing Authority
  4. MLK Square - 92 affordable multi-family units, acquisition and rehabilitation by AF Evans
  5. Sandstone Apts - 69 affordable multi-family units to be developed by Amcal Housing
  6. Green Building Demonstration Project – three "extreme" energy efficient/green homes on infill lots throughout the City
  7. Ventura Mixed Use – affordable and market rate housing with commercial uses planned for 2.5 acres
  8. Tanager Springs - 160 affordable multi-family units to be developed by ADI/Squire Development
  9. Geneva Village – 144 large family apartments constructed by ADI/Squire development
  10. South Clara Estates – 10 affordable single family homes under construction by Fresno West Coalition for Economic Development
  11. Laurel Homes – 19 homes for the disabled under construction by the Central Community Development Center
  12. Transit Village – a cooperative effort between the Housing and Transportation Divisions of the City, the project will consist of a multi-modal transit hub with high density housing
  13. City Neotraditional Subdivision – 79 mixed income single family homes. The City bought the parcel and is in negotiations with the private sector for the development of the site. This will be a model mixed income subdivision for Fresno.
  14. Little Long Cheng – 43 single family "sweat equity" homes under construction by Self Help Enterprises
  15. Senior Affordable Rentals, 57 units in predevelopment by the City of Fresno

Land Acquisition

During the 2004-2005 program year, the City purchased a ten-acre parcel for the development of affordable housing.

Other Housing Activities

During the same period, the City has also invested staff time and City resources to various other housing activities that promote accessibility to affordable housing.

  • Home-ownership Center: City staff, in partnership with the Community Housing Council and other local housing, non-profit and private partners have finished development of the Fresno Housing Resource Center. The Center provides private and public resources for those who need assistance in purchasing a home.
  • Community Housing Council: City staff partners with other local housing, non-profit and private partners to jointly address the affordable housing concerns of the Fresno area.
  • Refugee Housing Resettlement Task Force: City staff is working with other City agencies and groups to provide housing resources and assistance to newly arrived refugee families. The City hired a Refugee Housing Liaison to provide housing services to this population.

Senior Paint and Emergency Repair Grants

During the 2004 program year, 101 senior households benefited from the program for a total of $161,751 in CDBG funds. An additional $58,920 of Rental Rehabilitation Program (RRP) funds were expended on the program.

The City administers an Emergency Repair Program for homes that have health and safety issues and have been issued a citation by the City’s Code Enforcement Division. Three households received grants; $17,501 of CDBG funds were used to provide the minor rehabilitation activity.

First-Time Home Buyer Programs

The City continues to provide assistance to qualified home buyers through three First-Time Home Buyer Programs: the Home Buyer Assistance Program, the American Dream Downpayment Initiative (ADDI), and the State of California CalHome Program. The City’s Home Buyer Assistance Program assisted a total of 51 families with the purchase of their first home.

Leveraging of Funds for Housing Programs

The City has designed its housing programs to assist low-income families, while leveraging funds in a sound, business-like manner. The housing projects completed resulted in leveraging a total of $22,288,844. The leveraging came from financial investments by owners, lenders and developers participating in the City’s housing program.
