Rental Rehabilitation Loan Program

The Rental Rehabilitation Loan Program aims to improve the conditions of rental housing by providing zero percent interest deferred loans to property owners for the rehabilitation of their affordable rental units occupied by low-income families.

Loan Highlights

  • Up to $15,000 per rental unit
  • 20-year 0% interest loan
  • 10% private fund match
  • Rehabilitate 2 to 10 units
  • Maximum amount $150,000
  • No prepayment penalty

Example:
A property owner requesting $50,000 in City Rental Rehabilitation Loan Program funds will be required to provide a $5,000 match.

ELIGIBILITY REQUIREMENTS

  • APPLICANTS
Applicant must own the property to be rehabilitated
Applicant must prove credit worthiness
Applicant must abide by HUD guidelines for the program
  • INCOME
Occupant's income must be at or below 65% of area median income, as established by HUD.
  • PROPERTY

Be located within the City of Fresno
Consist of 2 to 10 units
Not be a major code violator
Obtain a program packet for more information

HOW TO APPLY


Download and fill-in the Rental Rehabilitation Loan Program Application (see pdf link at bottom of this page) and submit to the Housing and Community Development Division.  Once your application information is determined to meet eligibility criteria, you will be contacted with further information on how to proceed.
